In order to maximize the value of health outcomes under limited medical resources, there is an international trend of making decisions based on systematic review of scientific evidences on effectiveness and cost-effectiveness; usually it is called health technology assessment (HTA). There are common questions to all the healthcare reimbursement organizations around the world, such as: is it worth while to reimburse the newly developed innovated medical technology under the constrained healthcare resource? Are they used rationally? For the past 15 years, many countries have established independent organizations to carry out the independent HTA to help the government in making decision. INAHTA was established in 1993 and has now grown to have 47 member agencies from 23 countries. According to Professor Guy Maddern, Chair of INAHTA, “INAHTA's mission is to provide a forum for the identification and pursuit of interests common to health technology assessment agencies.” The Network stretches from North and Latin America to Europe, Australia, and New Zealand. CDE is the first member agency in Asia to join INAHTA. in April,2008. Another organization from Malaysia joined in May,2008.

CDE was established by the Department of Health (DOH) of Taiwan in 1998 as a non-governmental, non-profit organization. In February 2007, DOH made the decision to put the function of Health Technology Assessment (HTA) under CDE to provide evidences on value of new health technologies for decision makers in Bureau of National Health Insurance (BNHI). BNHI is a reimbursement body which covers 99% of the total 23 million population and contracts with 91.5% of healthcare providers in Taiwan.
